The Clerk at the Table informed the Senate that the Honourable the Speaker was unavoidably absent, whereupon the Honourable Senator Losier-Cool, Speaker pro tempore, took the Chair, pursuant to Rule 11.

PRAYERS

Tribute was paid to the memory of the Honourable Joseph-Philippe Guay, P.C., former Senator, whose death occurred July 30, 2001.

Tribute was paid to the memory of the Honourable Sidney Buckwold, former Senator, whose death occurred June 27, 2001.

The names of the Honourable Senators Poy and Léger substituted for those of the Honourable Senators Milne and Fraser (September 19).

Standing Senate Committee on Transport and Communications

The names of the Honourable Senators Finestone and Setlakwe substituted for those of the Honourable Senators Christensen and Finestone (September 19).
